“Divertente” che l’Italia sia considerata un caso di “effetto placebo” perché l’art. 68 del CAD è stato bellamente ignorato. Tuttavia, in questo modo l’articolo presuppone ciò che intende dimostrare (che la norma francese abbia avuto degli effetti significativi, a differenza di quella italiana). Per superare questo difetto bisognerebbe raccogliere dati molto piú dettagliati e confrontare gli effetti a livello locale a seconda del rispetto o meno della norma in questione, ma questa raccolta di dati nazionali è un primo passo ragionevole.
